New Haven is a dense city with busy sidewalks, parks, and neighborhoods where dogs may be off-leash or only loosely controlled. That reality can lead to bite incidents that are emotionally urgent and factually messy—especially when:
- the dog owner disputes what happened on scene,
- witnesses have conflicting recollections,
- the injury was treated quickly but not thoroughly documented, or
- the bite occurred during a high-activity moment (street crossings, events, or busy residential streets).
Because of that, a settlement isn’t usually driven by “severity alone.” It’s driven by what can be proven.
